Niall is a certified accountant and has been a banker, consultant and developer in the affordable housing industry for 25 years. Niall created Rockabill, a financial consulting and development firm in 2007. Since its founding, Rockabill has consulted or partnered on the development and financing of over 12,000 affordable housing units throughout New York City and New York State.
Niall oversees business development, strategy and ensures client satisfaction.

Bill earned his Bachelor’s and Master’s of Science in Civil Engineering from Manhattan College in New York. O’Connor spent twenty years working at the Building Commission of the Archdiocese of New York, rising through the organization from Field Engineer to Director, managing construction projects totaling over $500M. He Founded Parish Property Management in 2003.
Bill oversees strategic planning, company management finances and project oversight at ConRock.
WILLIAM KIRWAN

Bill Kirwan is a Principal and Project Executive, and has a Bachelor’s degree from Manhattan College. After college, Bill worked for the NYC Fire Department for ten years, six years as a firefighter and four years in the FDNY’s elite OSHA Unit.
Bill supervises estimating, budgets, value engineering, subcontracts, scheduling, site evaluation, facility master planning, design development coordination, construction administration and supervision, utilities coordination, regulatory filing, permitting and project handover.
JOHN O’CONNOR

John has a Bachelor’s degree in Business from Manhattan College and was a wall street fixed income trader, working for Merrill Lynch and Deutsche Bank for over twenty years. John’s career highlights include over $250 million dollars in profits and an industry leading trillions of marketable securities traded throughout his career.
John manages the procurement, estimating and pre-development activities within ConRock.
PETER McNAMARA
PRINCIPAL & PROJECT EXECUTIVE
Peter McNamara is a Principal and Project Executive, and leads PPM Restoration. McNamara brings over 20 years of experience in construction and roofing of religious, private, and commercial properties. Prior to PPM Pete worked in the Archdiocese of New York, overseeing hundreds of building projects including the construction of eight new Churches, six school additions, and countless capital repairs.
